Hosted by the Council of Europe in Strasbourg, France, this 7-day fully funded program brings together 50 selected young leaders from around the world to address global challenges to democracy and youth civic engagement.

What Is Included? (Fully Funded Benefits)
Selected participants will receive full financial support provided directly by the Council of Europe:
- Travel Costs Covered: Round-trip international travel expenses are covered according to official rules.
- Schengen Visa Fee Reimbursement: Official visa application fees are covered/reimbursed upon submission of receipts.
- Free Accommodation: Boarding is provided at the European Youth Centre Strasbourg (EYCS).
- Meals Provided: All daily meals are supplied throughout the 7-day program.
- Pre-Event Training & High-Level Forum Participation: Hands-on training sessions and access to global democratic leaders during the main forum.
Eligibility Criteria: Can Overseas / International Candidates Apply?
YES! Candidates of all nationalities worldwide can apply. Applicants must meet the following criteria:
- Age Limit: Must be aged 18 to 30 years old.
- Affiliation: Represent a youth organization, youth movement, or local/national civic initiative.
- Language Proficiency: Able to work autonomously in English.
- Availability: Must commit to online pre-sessions (Sept–Oct 2026) and full in-person attendance in Strasbourg (Oct 30 – Nov 5, 2026).
Hidden Charges & Out-of-Pocket Expenses
While the program is 100% fully funded, candidates should budget for a few initial out-of-pocket items:
- Upfront Reimbursements: Visa application fees and local transport to your home airport usually must be paid upfront by you and claimed back upon presenting receipts in France.
- Passport Fees: Costs associated with getting or renewing a valid international passport are not covered.
- Personal Expenses: Souvenirs, mobile data/SIM plans, and individual leisure outside official program hours.
