- Can International or Indian Students Apply? Yes, with conditions. The scholarship does not impose a U.S. citizenship restriction, meaning international and Indian students can apply only if they are already admitted to or currently studying at a U.S. college or university. Students studying entirely outside of the United States are not eligible.
